I have this problem also. I vote on topzone, hopzone and l2jbrazil but I only get reward from topzone and hopzone.

As far as I remember there was an issue regarding selling stuff to NPC when at least one of the items you want to sell is worth 0 adena. Try to sell something above that.

There are English CPs but I don't think they will recruit someone without gear at this point.
