55% - Normal scroll.

60% - Blessed scroll.

Highly question that the chance with ordinary scrolls is 55%.

I suggest that the chance is not linear. That is my personal view for last three years with sufficient data to come to my conclusion.

The second point is that you definetely vary the chances from server to server.
