Question about subclass skill certification

Hello! Rafal here.
Is there on server main x50 probablity to make subclass skill certification?
I have 80 lvl on my main character now maked 65 lvl elemental summoner and I want to learn on my main a skill from subclass but I cant find Avant-Garde on Ivory Tower.
Even Hardin in Hardins Private Academy cant give me quest More Than Meets The Eye.

Can you help me with this?

There is no skill certification on interlude, it was added on later chronicles.
