Noblesse Quest Part 3 BUGGED

I've collected the items from Judge of Splendor & Pilgrim of Splendor (the thing before killing Barakiel), now need to talk to Ossian in Goddard but he says: You are either not carrying out your quest or don't meet the criteria.

Clearly this quest is hardcore bugged it seems. If anyone can help, thanks!

Quest works fine.
Chances are you made a mistake somewhere.

I've done this quest bunch of times and don't know why cannot bring the items to Ossian.
